We have received a request for installation of curb and gutter and sidewalk along Lorimer Road from Kaplan Drive to Garland Drive. The existing conditions consist of a 22 ’ strip pavement throughout per our Public Works Street Maintenance Log running approximately 2,890 ’ from Kaplan to Garland. Most likely this will be a retrofit due to UDO requirements. It is inside the City limits and is classified as a “local ” neighborhood street.

 Typically we are just asking for staff to take a look at the current conditions and to respond to us providing any comments pertaining to any apparent issues that you foresee needing to be addressed pertaining to drainage, erosion control and stormwater issues. For instance if you were aware of previous complaints associated with anything that Stormwater would handle we would want to receive that information to add it to the street improvement request if it is a successful petition and becomes a project.

Hey Scott; since this is more future planning related than drainage assistance related I ’m suggesting your group take the lead on this but I would like Kevin to also look at these from a WQ perspective.   If we lose some WQ benefits as the result of adding curb, maybe there ’s a way we can recoup some.   Then again, we may not have much of an opportunity if the transportation folks just want to get in, pave, and get out.   Kevin, please take a look at this one and let me know your thoughts in regard to WQ impacts and possible opportunities.

Mark and Scott,

I have completed a cursory evaluation of stormwater quality aspects of a property owners ’ request to install curb and gutter and sidewalk along Lorimer Road from Kaplan Drive to Garland Drive.

Here are my comments, conclusions, and opinions:

·         Much of the existing roadside ditches and swales are vegetated. A substantial portion of the first flush street runoff probably infiltrates or is filtered in the ditches and swales.

·         Installation of curb and gutter and sidewalk would increase the urban runoff burden on Bushy Creek by decreasing time of concentration and filtering and increasing runoff volume and peak flow rate.

·         I observed no locations along the project length appropriate for stormwater BMPs.

·         There are sections of roadside ditch that are actively down-cutting, less than 10% of the total ditch length. These could be repaired and stabilized (light rip rap, cobbles, check dams, vegetation, education of residents about mowing, other techniques) on a spot-basis, as we are pursuing on the Laurel Hills Stormwater Management Study with Hazen and Sawyer.

·         There also are ditch sections that appear to have down-cut in the past and have been stabilized (also less than 10% of total length).

·         I suspect that what the property owners actually want is just sidewalk, not curb and gutter, and that they generally like the character of the neighborhood without curb and gutter. (I have heard this sentiment repeatedly in Laurel Hills.) But they correctly have been told that, per City policy, they cannot get sidewalk without also getting curb and gutter. Also that sometimes curb and gutter must be installed with the sidewalk because of ROW-width constraints.

·         The urban runoff burden on Bushy Creek would be lessened to the extent that ….

–           sidewalk could be installed without also installing curb and gutter,

–           curb and gutter and sidewalk could be installed on only one side of the street, and/or

–           stormwater BMPs could be installed along with curb and gutter and sidewalk.

Notes and observations:

Existing Conditions

·         The project length is 2,890 ’ (per Donetta ’s email). So, frontage for both sides is double that, 5,780 ’, of which I ’d estimate 5,500 ’ has ditches.

·         An i-Maps map with topo and stormwater features is attached and at S:\\Kevin Boyer\\Lorimer Road.

·         I visited the site on 6/7/2014, a dry day.

·         The ROW width appears to be 50 ’. Per Donetta ’s email, the pavement width is 22 ’.

·         For the most part, the street pavement appears to be crowned near the center. A few curves are superelevated, and a few short sections of straight run might slope to one side.

·         From what I observed, none of the intersecting streets has sidewalk.

·         The following streets have curb and gutter:  Lorimer south of Kaplan, Kaplan, Athlone, Woodlinks, and Merwin.

·         The following streets do not have curb and gutter:   Onslow (dirt/gravel road), Garland, and Lorimer north of Garland.

·         Despite some steep slopes, roadside ditches and swales ( ‘ditch ’ here could mean either) generally are stable. Exceptions ….

Active down-cutting :

–           200 ’ along SE side of Lorimer, from Athlone to ~200 ’ SW (75 ’ of this is severe, where steep ditch is mowed : see two photos at S:\\Kevin Boyer\\Lorimer Road).

–           200 ’ along NW side of Lorimer, from Onslow to 200 ’ NE (all steep and mowed).

–           This total 400 ’ of active down-cutting ditch is about 7% of the total ditch length.

Past down-cuts, appear stabilized, maybe by residents:

–           300 ’ along S side of Lorimer, from Merwin to 200 ’ W* has old rip rap that ’s holding up well.

–           60 ’ along SE side of Lorimer, from Onslow to 60 ’ NE has four check dams that are controlling, but not preventing down-cutting. (well done, if by resident)

–           This total 360 ’ of down-cut and stabilized ditch is about 7% of the total ditch length.

Drainage

·         The whole project length drains to Bushy Creek, about a third from the NW and two-thirds from of the SE.

·         Based on topo, roadside ditches appear to receive runoff mostly from the Lorimer ROW, parts of a few cross-street ROWs, and a narrow width of the yards parallel to the ROWs. Most of the yard areas drain along other paths to Bushy Creek.

·         A significant exception to the above is the ditch on the S side of Lorimer from Merwin to 300 ’ W of Merwin (same as * above). It looks like this ditch carries runoff from 30 acres or more.

·         I doubt there is street flooding along the project length – too steep. I imagine Bushy Creek can flood at the Lorimer culvert, given the large impervious areas upstream along Western Boulevard and the Beltline.

Water Quality Benefits/Burdens

·         Because much of the existing roadside ditches and swales are vegetated, it ’s reasonable to think that a substantial portion of the first flush street runoff would infiltrate or be filtered. The street ’s steepness tends to work against infiltrating and filtering.

·         To the extent that curb and gutter and sidewalk are constructed along the project length, time of concentration and filtering will decrease, and runoff volume and peak flow rate will increase, all contributing to increasing the urban runoff burden on Bushy Creek. We ’d need assumptions and calculations to quantify the increased burden.

·         I observed no locations along the project length that appeared appropriate for stormwater BMPs. Other than ROW, I doubt there is City-owned property (I did not check records).

·         A BMP that could be incorporated into a curb and gutter design within the ROW is Filterras. I know of none yet in Raleigh, but they have been approved in Raleigh via a variance for a store on Capital Boulevard. Durham, Fayetteville, Swansboro, and Edenton each has several Filterras. They are popping up like dandelions in the Chesapeake Bay basin.)

I walked and drove the entire section of Lorimer Road from Kaplan Dr. to Garland Dr. Following are my observations and comments:

               OBSERVATIONS:

1. This entire section is asphalt pavement without any curb & gutter and sidewalk except that the two properties fronting Kaplan Dr. have curb & gutter but no sidewalks.

2. The pavement width for this section varies at various location with width as narrow as 19 ft. and posted speed limit is 25 mph.

3. The entire street has drainage ditch/swale and heavily wooded on both sides. There are steep side slopes at locations along the street. There is a stream crossing just south of Onslow Road and looks like all of this roadway drains into it.

4. Right of way for the street appears to be 60 ft. as measured from I-maps.

5. Asphalt pavement has numerous patch repairs with several cross trench repairs. The street has numerous alligator cracks and at some location heaving of the pavement was observed.

6. Side streets Wood Links Rd., Athlone Pl. and Merwin Rd. have curb & gutter but does not have any sidewalks. Onslow rd. is a gravel road.

COMMENTS:  If this street is widened to 27 ft. with curb & gutter and sidewalks per City standards, following improvements will be required

1. The entire pavement section may need rehabilitation due to its present condition and construction activities for the project.

2. Substantial embankment and cuts will be required for widening. Additional right-of-way may be needed.

3. Extensive clearing and grubbing will be needed.

4. A storm drainage system will be needed to collect and drain the run-off to stream.

5. Condition of existing underground utilities is unknown. This may have to be checked for their integrity

Interesting … why this wasn’t sent to Kelly and his techs is beyond me, must have been all the confusion with the change up in management, anyway if you go to the initial email from Donatta, her comments are just like they have always been, generic. I am convinced (from my own experience with doing this in my past life) that asking for our input is nothing more than a formality, or as you said “checking off a box ”. It is very unfortunate that the City operates this way, it just causes more problems later on, your response is really informative, too bad it just was filed away somewhere,  just my opinion.
